I’m trying to listen for a “not” or “mustn’t” but I can’t hear one.

Par for the course the type of hatred these people hold, their true ideology and what they are being allowed to preach sadly.
Of course he has broken the law but nothing will be done.
How sad that on the streets of our nation he is being cheered for saying what he did.

If you really think he meant not to say "not", if you really think Braverman as a lawyer thinks he meant that, I don't think you're keeping an open mind.
