The problem with ffp is Gill he wants it to be fluid so he can punish how HE sees fit! Why not have rules that if you over spend by 20m over 3 years you get a 5m fine for every 20m over ffp limits! Do it again after a 3 year monitoring period it's a ban from Europe competition..
