I get the feeling Txiki's transfer policy is to sign players who are up and coming stars or players who are just under that superstar bracket but are hungry for success and fit a team building ethic that wants very few egos.
I don't see us ever spending huge money on a player under Txiki as DOF unless it's the next Neymar, a player we know will make his fee back in merchandise and offer us success on the pitch at the same time.
