This will turn out to be a classic "NIMBY" issue - it might be a good idea to move the away fans but it will annoy those home fans who don't want to move but would have to. People want criminals locked up but they don't want them locked up near where they live. Do you go by the vast majority who won't be affected or give greater weight to those who would be affected (the residents, not the prisoners)? A poll showing where bluemooners sit/stand might be interesting - and I suspect that wherever we sit/stand, most on this site are singers even if they're in bits of the ground where it's hard going, and there's still hardly a ringing endorsement here for change.
It's not a petty consideration about having to move seat. It's asking people to give up seats they've chosen and have had for many years, to their certain annoyance (especially if expected to move from a side to an end), for a move that would give an uncertain benefit to the team's performance, and might even be counterproductive in terms of atmosphere (impossible to demonstrate, it's all speculative). Throw in the logistics, and that the police and licensing authority will oppose it (simply because they would lose the certainty of the present arrangements), and it's going nowhere till there are major structural changes to the stadium.
Now if we could just put the away fans behind glass like at Schalke, we'd be getting somewhere.
