Possibly but I think the reality is that the individual virtuosity of guitarists is more important to fans of rock music than it is to other genres so a list like this likely to be dominated by rock guitarists.
To me the likes of Steve Cropper, Freddie Stone and Nile Rodgers should really be in any conversation about great guitarists but it depends what you are looking for out of the music. Different strokes for different folks, I might think Yngwie Malmsteen is the Alan Partridge of the guitar world but I'm pretty sure I'll be in the minority on this thread :-)
