Carlos - Feel. Rhythm.
Gilmore - for reasons already offered on here.
SRV - Had it all tbh.
Zappa - composition.
Steve Vai - passed Zappa interview.
Dickie Betts - someone mentioned Allman Bros.
Gary Moore - for mix of tech ability and passion/feel.
Steve Howe or Steve Hackett ….. The very best of prog.

There are loads of others that can be argued better I’m sure but it’s all subjective.
These guys at one stage or another have just had me transfixed.
