He was? He didn't play much the second half of the hundred point season and definitely was not a key part of the team last year. Injuries aside, he looks like a totally different player. Maybe he'll be good somewhere else at some point, but it's best for all parties to move on.
 
Stones' head isn't fully in it and we will not see the very best in a City shirt. Currently, Ake is the better option for what the squad needs.
 
Latest twitter bits seemingly say this is not as advanced as reported yesterday.

Could we use this transfer to scare our real target negotiating partners that we move on if they dont accept our offers? Koulibaly, Sevilla defender guy maybe?

Also Chelsea, United could be in for Ake who is keeping his options open, I assume he wants to see who offers the highest salary. Chelsea also has buy back option.
