Not to me it’s always Holland although it is actually a region of the Netherlands, Holland was used a nickname!

Dutch people don't mind it being called Holland, unless they are from the part of Holland that isn't in Holland.
It's a province of the Netherlands that was massively powerful compared to all the others, Amsterdam, Den Haag & Rotterdam are all in Holland. They were the main trading powers and so Holland became the colloquial name for the Netherlands.

Holland can only be called Holland these days, in relation to the territory, if you add 'cheese and onion' after it.
And that seems fair....
