The only way to deal with situations like this when you are being fob off is ask him/her for the Name of the Suprintendent of the Division and when they ask why? tell them you are going to write a complaint.
The first time I did this, the pleb put the phone down on me. So I wrote a letter and received a call from an inspector who was very receptive. The police is now run like a business, you write to the MD of any company and its gets passed onto the Regional Manager who in turn kicks the arse of the Area Manager who then kicks the arse of the problem. In the end they get the message.
