He's a professional doing a job, and I haven't seen any bias in hi analysis; quote the opposite in fact, he comes across as very complimentary to City. He said that Aguero has the chance to be the best striker that the Premier League has ever seen and he's one of the best players in the world.

No, you just haven't read and understood what he said. He said that winning the league doesn't automatically mean that you can go on to dominate football over the next two decades (and he's right). He then pointed to two of the best team ever in English football of an example that it can be done, but even if their level of quality, they found it very difficult to achieve. Hence why he said "very rarely" and not "never".
He's right too. Just because we've won the league now doesn't mean that we're going to win the next nine on the bounce without working for them.
