No they couldn't. You've misread the original brief. They will (every badge created, reportedly, will make it on, save for those culled for violating certain TOCs) make it onto a "badge of badges" but this will only exist in two forms - a zoomable picture on the website, and a mural at the new training ground when it is made. They will not be part of the actual club badge.

my take on the nycfc badge. kept the city colors and included the "i heart ny" motif and a five leaf clover looking... stuff to represent the 5 boroughs of NY (since it seems people are very fond of the idea of having some symbol for that on the badge)

The stories going round appear to be that they are going to have a contest for fans to pick the design to be used from two options - one designed by an in-house graphics designer, one from a freelancer. The two designs were supposed to have been unveiled on Monday but ironically the Yankees vetoed one of the designs at the last minute because they claimed it infringed their copyright - ironic since they part-own the team.

Anyway, it looks like NYCFC are finally about ready to unveil the two options. The twitter feed has just tweeted this image, presumably of the outlines of the two badges, building up some hype for when they actually reveal the crests:

Just going by those two outlines it has to be the round one, the other one is an awful shape.
