I assume the holder is the sovereign wealth fund.Not sure it can finance your operating costs, only increased revenue can do that, I think. But it can be used for infrastructure: stadium, academy, training ground, women's team, that sort of thing.
Don't worry about the one share thing, that's perfectly normal. Only a financial ignoramus would have a problem with it.
In a way the distinction between running costs and infrastructure cost is not real as funding infrastructure by selling a share simply leaves other income more available for transfers and wages etc.
