Jonathan Wilson was talking about this today on the Guardian pod.
He said that despite sky numbers going down, the Premier Leaugue expect a small increase on the domestic deal, basically staying the same, but the global deal to go up from £3Bn to over £5Bn.

As far as I'm aware, it's no longer classed as an income but as a capital gain.If PSG gave Neymar the money to buy himself out, won't he have to pay tax on it - it's either a gift, or a salary or a bonus or whatever. In which case, won't they have had to give him £300m+ to pay the tax bill?
