The foundations need to be more substantial the higher the tier is, because it has to bear more load. So the smaller block doesn’t need to be so big

I was wondering if they're reflective as well. Are the multiple tapes to indicate wind directions?Thinking about it those coverings might be so the crane operator can avoid the cables when doing some lifting.
