There are two concrete cores in the office block wing, yes. Roughly in line with the two inner cores of the hotel block.

They haven't been started yet, not even at pit level. They seem to be using that whole area to sort and lay out materials.

You are indeed yes. In fact, the pit they are seen digging in the latest video looks roughly in the location as I loosely remember it, so could be the start of the base for it.
