Santos have confirmed they've discussed first refusal on two of their starlets with Manchester City.

As part of Robinho's move to Santos, City want first refusal on 17-year-old forward Neymar and Paulo Henrique, 20, as part of the Santos deal.

The duo are rated as the most exciting prospects to come out of Santos since Robinho left the club five years ago, with Neymar in particular earning rather premature comparisons with Pele.

Santos president Luis Alvaro de Oliveira Ribeiro revealed: ‘City want priority to buy the boys. That doesn’t bother us, since we sell to the highest bidders. If Manchester have the ability to match the offer, it is then down to the players.’

Yea just like Robinho who is now one of the top scorers in Seria A or Dzeko who scored yesterday for country or Balotelli who is an amazing talent he would have been labelled not good enough because he didnt score v Fulham or didnt track back v Stoke. Probably hounded out the club by boos and jeers after one season to thrive elsewhere.

the three players you just mentioned are all good players yes i agree, but my point was at 16 years of age spending 5 mil is alot of money for a player we knew little about.

Santos declared yesterday that they had rejected a £17 million offer from Chelsea for the youngster.

The Daily Mail says Chelsea have kept a close eye on Neymar for two years and may have to move now to see off interest from Spain.

Both Real Madrid and Barcelona are keen on a player who has been likened to Robinho and, inevitably, Pele - while Manchester City secured first-refusal on him as part of the deal that allowed Robinho to join the club on loan.

If the bid is accepted, City must be offered the chance to match it, and the option of a part-exchange for Robinho is likely to be mooted.

Neymar is 40 per cent owned by an investment group, who must also agree to part with their share to meet Barclays Premier League rules.

The investors pledged earlier this year that they were committed to Neymar seeing out his five-year Santos contract, but after paying just £2m for their share, a quick return of £6.8m could be hard to resist
 
What on earth happened to the "City must never again sign another Brazilian" posse?
 
Neymar is quality but already showing signs of the party boy lifestyle that have plagued other Brazilians like Ronaldinho, Pato, and Robinho. If that could be dealt with, he'll be great wherever he goes given time to settle.

Ronaldo and Dino were notorious party animals and it never affected their game we have to learn in this country to allow them to do what they do and just reap the results. Ronaldo went out every night while in Madrid and scored over 33 goals in one season.
