'Hoodies' weren't a thing back in those days. Perhaps it was intended as an advertising stunt promoting a new line of (probably) Adidas or Umbro clothing.

Wearing high viz you can see from the moon a hard hat, steel toe cap boots and respirator for the fumes, by the time he's got all his gear on it's time to fuck off home!
