Parking Charge Notice!

Recieved one of these a couple of days ago, and just wanted some advice..
Bascally, went to to do a bit of Xmas shopping (**/12/13) and parked in a car park!!
So, they (Civil Enforcement Ltd) sent me the notice stating I parked from **:28 till **:47..
They now want me to pay them £100...or a reduced rate of £60 if i pay it within 14 days!!

Now I done a bit of research on the net, and theres a few sites suggesting they need to issue this notice within 14 days..
However, the pcn issue date was **/12/13!!
Thats more than 14 days, so I'm not sure what to think?

Just wanted to test the water on here 1st..
I remember a thread similar a while back where many said just ignore it etc
But if i'm honest, i can't be arsed with any threatning letters etc

Any advice guys?

After watching stuff like this on watch dog etc, the one piece of advice they all seem to give, is settle the civil debt first, and then start the appeals procedure/fighting your corner campaign etc.

For £20 (although I think might now be £50) you can get a writ issued at the smalls claim court to fight your case. You don't need a lawyer you can rock up and represent yourself. Hopefully someone who works in this area will be able to give you more definitive advice. Hope it works out.

cost them more to pursue it further.they are just trying to frighten you.

Correct had a few over the years, don't even respond to them, the only ones that are enforceable are ones issued by the police or the local authority, in theory they could take you to court but they would lose the case

Yes, I'm a Hammer who lurks in The Cellar. Saw this threadf and decided to join and give some advice as these PPC's (private parking companies) are a bunch of thieving bastards. So....

Do not ignore this, that is old advice as of about a year ago. These companies are becoming more litigious. Although these 'fake' pnc's are not enforceable in law as a police or council ticket, you can be taken to Court. As suggested pepipoo has loads of advice as well
In the meantime -
*Go back to where you shopped with receipts, bank statements etc and tell the store manager(s) that as a valued customer you are outraged about this notice. Tell them you want it cancelled, they may try and fob you off, but these stores can and should cancel for genuine customers. The ppc's are agents of the store and landowner.
*If they refuse find out the email address of the CEO of the company(s) where you shopped and complain to them also. Make sure you tell the managers/CEO's you will never shop there again and you'll spread the word to friends and family.
*Read up on a 'soft appeal' to the ppc and getting a POPLA code from them on the forum linked above. Then follow advice re submitting an appeal to POPLA once you have it.
