He doesn't have to be registered so it doesn't matter. Once he reaches 21 he will be have to registered as a HG.

...and with a proper manager too, someone who has no issue with City. That is just as important, though I have to agree that being on our fringe between the U21 and the main squad would be better for club bonding. Let Vieira monitor himself rather than leave it to someone without any City connection.
