I am not sure what the price of a player is has any relevance to the team paying the price. If a manager wants a player and feels that player improves the team and the player can be bought then surely that is all that matters
The argument that this player has not set the worls alight is an odd one. He was the top scorer in a top league in not the best side so what more does he have to do?
