None of these rules are properly enforced by Ofcom. I know this because I was told by someone who works there that they had been overwhelmed with complaints about the BBC and simply didn't have the resources to handle them all. Only a tiny fraction of complaints are processed. As far as BBC online is concerned I made a valid and substantiated complaint to them two years ago. They didn't respond to that complaint. So I complained to Tim Davie (the Director General) and referred it to Ofcom. The BBC online team still did not respond to repeated queries from Ofcom and it was just kicked into the long grass. It is a similar situation to the police not investigating more than 90 per cent of burglaries because they don't have the resources.
