I would hope that the lawyers on the investigatory panel would be sympathetic to City seeking a legal ruling on their obligations and not regard that as non-cooperation.

The “investigative panel” was a function of the PL the lawyers are the judges, and possibly a financial expert, sitting on the tribunal it is they who will determine if City were guilty of non-cooperation but, surely City had the right to challenge their PL rights to demand the data and therefore the perceived non-cooperation prior to three legal case can’t be used against City

He tried all that previously, only to claim he was joking all along and he didn’t have real info.

It was tedious the first time round.
