In the air, out of control, over the ball. It's in the rules, apart from if it's on a City player.
Oh, I agree—just because you don’t see the player coming in, and do not intend to take them, doesn’t mean you did orient your body for the challenge in a “reckless manner” so that, if there is contact, it is endangering the opponent.

It’s why including assessment of intent is so problematic for some of the rules of the game (there is no reference to it for yellow/red card offences but somehow referees still try to factor it in).
 
VAR can't be used to review second yellows.

However for those curious as to what would happen if they could, it would have had zero effect on the Chilwell red. Even if on reflection either the VAR or the ref decided it was a tad harsh, they wouldn't change their decision as it's not a 'blatant' error.
