Contact (foot/leg) was outside the box but the player was inside the box (his upper body).
It should be judged the same way that offside is judged.

Why? That makes no sense, the foul is where the contact is, the last thing we need is people getting pens because they've managed to throw part of themselves into the box when a tackle is outside.
