Neymar would be nowhere near has effective in the PL as he was at Barca and especially not PSG. He had never faced the standard of defending (not just individually, but collectively) that is very common across the PL and he would never have gotten the protection from referees that he saw in La Liga or Ligue 1.

His performances for Brazil are far more instructive for that debate, as the standard rose to something similar to what he would have regularly faced in the PL, and subsequently he never quite looked the world beater that he was at club level.
