No. My understanding is that the arm has to be in an unnatural position. If the ball is blasted from point blank range, and the defender has his arm across his chest, that won't be given. But if his arm is outstretched, at 90° to his torso, that probably will be given. This is off the FA website...

Arsenal have a tendency under Arteta to sit back on a lead which won’t suit Zinchenko. He’s a better defender in terms of having the ball/press resistance rather than tackling!
