What? You're making rules up as you go. You don't have to stop the game for a booking, nor does a rule exist that means you can commit two yellow card offences but only the most serious counts.The ref has determined that insufficient impediment has occurred to warrant stopping the game to penalise the offence, thus the most serious offence then takes precidence as is the case in 99.99% of other matches ever refereed.

It's very straightforward, interfering with someone taking a throw jn is a yellow card for unsportsmanlike conduct, you don't have to stop play for that, you can play advantage. The second foul is also a clear booking, so its two yellows. It's not complicated.
