You might posit the question. why do we have a border between the UK and France but not between Lancashire and Yorkshire?
It comes down to control. Government control. We have this concept of the nation-state that 'we' 'control'. This is why so many find the EU scary and threatening, because 'we' do not have exclusive control over it.
In reality, it's an artificial division, based on medieval concepts of kingdoms under local sovereigns. But humanity has not grown up yet, so we don't want to risk sharing anything with damned foreigners. Who are all knaves who want to steal our fish/women/benefits. We could not conceivably gain anything from a different system, because, you see, these damned foreigns aren't British like what we are.
