Property divide issue

I waiting to speak to him but no one home, that is the tenant is not home. I need to find out who done it and then speak to them.

Haha, do you happen to know any surveyors who may be available for a reasonable fee ?
 
If its his fence, then he is within his rights to add the fence as long as its total height is below the maximum allowed (this varies from authority to authority so will need checking). Your deeds will tell you whose fence it is.

He is not allowed to drill into your wall without permission.
You are probably within your rights to remove that section and go to small claims court for the cost of remedial work, check for free with Citizens advice (or most solicitors offer a free, one off hour consultation). However talk to your neighbour first as it will be easier if he just takes it down and makes your wall good.

I see what you mean! Fucking hell he's not even used anything decorative! A trellis style design would have worked, but it seems he's after complete privacy. What is it now then, about 8ft high?
