I think you’ll find the starting pool is in fact “20 premiere league teams, and all 10 levels of the English FA”.

It’s even more irrelevant than that. It is, as you say 2 teams. One of which (if we win League and FA Cup this season) will be invited. Also it is based on last years performance so logically it would be next years we need to win for a quadruple. And finally it is a friendly proven by the rules being different (can make 7 subs)
