No, they haven't. Worth checking what Plymouth's population is today as a comparison.

Plymouth's population at the last census was 243,795. Stockport's was 136,082.

Off the top of my head I think it's Lincoln City. I did some research on this a few years back and I think they became LCFC in the mid 1880s (they evolved out of a side called Lincoln FC).

Lincoln were the first 'City' to appear in the League (1892). Stoke weren't called Stoke City until the 1920s (Bath were formed in the 1880s but didn't add City until later).

We are the next oldest City in the League after Lincoln.
 
I don't know about top flight but I think I am righ tin thinknig that Wakefield is the largest city not to actually have a professional football team.

That cant be right can it? I'm not saying it is wrong. Just seems unlikely.

Damn. Too slow on this one. This has been a favourite trivia thing of mine for years. Definitely Plymouth, anyway!
