The only stipulation is the ball needs to be inplay at the time for it to be in consideration as a foul
fouls are given for off the ball incidents. Id agree more are missed. Clear pen in the chelsea game was missed by the officials last week. Still a clear pen tho imo.

fraser is not required to take evasive action to avoid a challenge from an opposing player.
Nor does Ederson need to take evasive action to avoid a challenge from Fraser - so how do you decide which is which?
 
I As a season ticket holder and paying in advance,I pay for 90minutes football,and at the moment we get between 60/65 mins.I blame the refs,Keepers taking for ever over goal kicks,start booking them from the first minute,same with ball in hand,going walk about,book them.free kicks why are refs so involved,opposition players know the rules,they are athletes 2/3 seconds and still within 10 yards book them,same at corners.Throw ins,hold on whilst I read a chapter of War &Peace, Players with “injuries” shall waitoff the pitch for the amount of time they have waisted,including who ever committed the foul.The refs in 2/3 games will stop all the liberty taken ,and perhaps we might get close to 90 mins,we pay for.If only the refs had the BALLS.

If I ever reffed a PL game my first action would be to inform both captains that I was gonna apply the LotG re timewasting. Second time it happens there's a card coming out. Would be good to put a goalie on a yellow for timewasting after the second goal kick. I think there isn't anything more outrageous in the way referees 'accommodate' timewasting and only appear to think it is an issue after 85 mins and one team is attempting to hang onto a point or three.

It also might stop if when the board goes up to show how much minimum time will be played it says 15 minutes. And when the opposition manager goes mad the ref can explain it was all the time taken over the goal kicks, throw ins etc. The six second law for keepers also needs to be implemented. Many a time the keepers are holding on to the ball for 20 - 25 seconds before they hoof it away. Gives the defence a chance to get their breath and it wastes a little more time killing any momentum we have.

Coincidentally, it also gives the tv companies time to show a replay.

Edersons actions caused the contact imo.

Fraser has no requirement in the laws of the game to avoid the contact.

Pen all day long

The refs have to consider if the player has any chance of creating or scoring a goal. In the Ederson example the player had zero chance of scoring or creating a goal as Walker had full control of the situation so why would he be awarded a free shot at goal 12 yards out for an off-the-ball situation?

And then there's the 'injuries' occurring with increasing rapidity the nearer one gets to full time. Down they go, no one near, no tackle that could have caused it, just super fit athletes having a fuckin' sit down 'cos they currently take home a point.
