It was total bollocks. Talking about a new line Manchester to Bradford and Leeds, which they already rejected, and Manchester-Leeds new line makes little sense unless it goes west to Liverpool - which won't happen without the HS2 tunnel under South Manchester.

They're apparently promising £12bn for the east-west line. Without HS2 using it, the business case for tunnel under South Manchester must be very thin.

Oh - and that's something that they'd already agreed to do (albeit curtailed to new line from Warrington to Marsden), along with other already-announced schemes, so it's still reducing how much they've promised to spend.
