They have to say he's not for sale, because then they won't have to pay the remainder of his contract if they sell against Rooney's will.

They have to force Rooney to stick in a transfer request to forfit the payment, but Rooneys agent isn't stupid. This will be a stand off, which is why they sent him home to face the media pressure all on his own, while the rest of the team are on a jolly in Oz.
