They can't operate while Russia has a functioning air force.
It doesn't appear to have a particularly "functioning" air force over Ukraine though, only behind the occupied territory for the most part, and to take extra ground they need to venture beyond that, and it seems from what I read the Ukrainians seem to be already flying over occupied territory and doing attacks.

Reading the Time article the news has come from, it seems like it's never going to happen, the US has never hinted at promising any, a Ukrainian with some contacts just got his hands on some simulators in the hope one day the US might send some.

They could be training them to fly them for use at a later date. Or just getting a grounding on all planes etc.

Also one thought, As with a lot of western weapons being supplied there is a ramping up. If they did supply them. a plane with very limited scope, it could possibly be a stepping stone to better things a few months down the line, testing the waters as it were.
 
Very odd choice of aircraft to train them on.

They're amazing ground support weapons but only in a warzone where you have complete control of the air. That's why they have become cult heroes in Iraq/Afghanistan where the Taliban/ISIS/Al Quaeda have no defence against them.

They would be sitting ducks against SU-35s and SU-27s and very vulnerable to Surface to air missile systems.
A-10's are have a mythos around them that they're some kind of super weapon, the facts show otherwise. They look cool as fuck and that probably gives them some layman credit but you're right, without air superiority there's no point sending them in.
