Russian troops pulling out of Chechnya are shivering in snow-covered tents and flimsy barracks, living on handouts from local people, Russian television reported Sunday. The troops are withdrawing to the nearby Stavropol region of Russia, but the cash-strapped army doesn't have housing for them.
