Yep, in WW2 there were pow camps in loads of civilian areas. There was one at wormwood scrubs in London.So it doesn't mention not putting them in civilian areas then?
POW's have to be put somewhere. I would suggest the safest place is amongst your civilians as they are not supposed to be military targets. (not that the Russians would care)
Honestly, you need to stop yourself.
Putting them in a middle of an arms dump or army barracks might be a no no, otherwise you are good to go.
Russian troops in Lyman were actually putting blue tape on their helmets.......it doesnt sound right that,but i think you know what i mean.....LMFAO.
