Its where most of the Russian war ships and subs that are hitting Ukraine are refuled/rearmed etc

Because during the Cold War the West invaded Russia ?
Whilst I suppose they could argue that the West instigated the collapse of the USSR, it’s collapse was taking place in slow motion since the days of Brezhnev and the invasion of Afghanistan.

More of a play on making connections with their collective WW2 memories has been his strategy. Just in case your average russian still hasn't got the message that they are fighting nazis they went even further for those with extra special needs and spelt it out on billboards.
