To me the problem is the ability of a single country to Veto the combined will of the others.

The UN only works if the big military powers cooperate to some degree.
Russia no longer does so it is as toothless as the League of Nations. Removing vetoes or permanent members won't change that.
Non cooperation means the UN is as useful as a chocolate fireguard.

On they day they celebrate the end of innocent deaths and destruction of their livelihood they send missiles to kill innocents and destroy their homes and way of life. Seem about right for that country.
