I would still say this is Russia though it benefits them more and comes conveniently at the start of the offensive!

I think they've filled up the reservoirs so have stocked up on water supplies.

I don't know who has done it mate.
Just saying water supply to Crimea would be cut,and that could be the reason Ukraine have done it...if they have.
Bizarre if the Russians have done it,as the left bank is lower than the right bank.
Surely this would hinder them more than Ukraine?
