“When Turkey is at war, or feels threatened by a war, it may take any decision about the passage of warships as it sees fit”. The USA is not a signatory to the Convention.

Looks like ATACMS are finally going to Ukraine. The Biden administration is likely to send Ukraine long-range Army Tactical Missile Systems, or ATACMS, to help in its fight to repel the Russian invasion of its territory, according to U.S. officials....

Further to my earlier post, I was listening to the @MriyaReport on X spaces and it would appear that Turkey will be allowing the US and others into the Black Sea. Apparently it is a NATO operation and Turkey will also be involved despite the Montreux Convention.
