The Ukrainians said to the rest of the world “if you won’t put up effective sanctions, we’ll just cripple their oil industry ourselves.”
 
Zelensky stating quite categorically that if US aid doesn't arrive soon - Russia will advance and Infrastructure will be destroyed.

Effective sanction, it's unlikely to happen.
They (countries, governments) are discussing how to avoid direct war.
They are not even discussing "sanction".
Forget about sanction, not on the manu now.
