Report it to the teacher, teacher will deal with it, 4 year old boy will start crying because he's been 'told off' and won't do it again.

Sorry Lee but mums get things wrong sometimes. Always tell the teacher, be a pain with the school and they will act.
4 year olds don't bully per se, the boy may have been reinacting something he has seen at home :( or as learned that hitting out has the desired affect. If the school are aware they can help him to understand that this is inappropriate behaviour and unacceptable at school.

Probably copying what goes on at home, I wouldn't tell her to hit back, then its an endless cycle.
