I think the number of games has a big effect on attendances for cups games. I am a season ticket holder and have been for over 25 years, I go to every home league game. This year was the first time i've come out of all the cup schemes. The decision was based on cost/time mainly. I'm already paying £800+ for my season ticket, with the champions league you're looking at least another £150 just for the group stages, then god knows what for the knock outs. I am a fan that likes to go to town before/ after the game for a few beers with mates and that tends to add up to +£70 each game. Again, league cup next week - £40 for a ticket, taxi home, a bit of tea, couple of beers, before you know its easily £70.
Its the burden of success that City go far in all comps generally and its hard as a fan to commit to every game nowadays, especially with work and home life too. It doesn't help that the cost of everything else has gone up so much the last few years too.
Now being honest, when you're not on the cup scheme and the team are in a bit of limbo for qualification i can see why people edge their bets when selecting the games. Do you go to the Gala game or wait to see if there is a play-off or last 16 knock out to go to? Ultimately that £70-£100 will be spent somewhere, but you'd chose the game with the higher stakes, i.e the actual knockout.
I don't think i'm unloyal for not going, but i think a fair few people will be in the same boat as above.
