Of course it's serious they targeted the infra structure in Manchester, not the people, the wanted to use fear as a tool, otherwise they wouldn't have given a phone call to clear the area like they did on most occasions, ISIS wouldn't give any warnings and take out anyone they deemed infidels, which basically is us all, they use murder on anyone that's the difference. The IRA had a code to a degree, there was collateral damage I totally accept that however ISIS is a whole new ball game.
You will remember that the Manchester bomb was on the morning that Euro 96 kicked off with England playing that day at Wembley. To suggest that what was targeted on that day of all days was merely infrastructure is disingenuous in the extreme. Why not detonate the bomb at 4am if the target was infrastructure? Plainly it was not.
In any event the 21 pubgoers in Birmingham killed in 1974 might disagree that the IRA's targets were military/government. As might those killed in Warrington, or Omagh, or by the bomb in that top secret government base, Harrods, or that other high profile military facility the Baltic Exchange. Not to mention the countless other non military/non government targets over the decades. I would certainly disagree having missed the Victoria station blast in 1991 by about 30 minutes.
As to the 'code', they each have their own code which they use to justify their appalling inhuman behaviour to themselves. Comparing and ranking them seems a particularly odious train of thought.
