I do know for a fact that there are NVQ's in spectator safety and most City stewards will either have these or be working towards them. These include doing evening sessions about self defence, first aid, conflict management and other stuff. When the assessors come round the stadia they observe the stewards in action and how they deal with people, carry out searches etc.
Perhaps this is what he meant.

You are correct in what you say, other things covered include fire safety, evacuation, crowd densities, and of course how to resolve issues - these are covered under NVQ level 2 & 3 for MCFC Stewards, unfortunately I cannot confirm what training is given to other stewards such as Showsec, IOS, G4S etc that City use, but would be surprised if City do not insist on them receiving similar training.
