Because of the mass of (mostly huge) people standing along the touchlines throughout the game. Lowest rows consequently have little to no view of the pitch.

Spurs just granted indefinite permission to play home games at Wembley with a reduced capacity of 51,000.
That doesn't suggest to me they are close and probably wont be in this season.
