None of us know when the first game will be played at the new stadium. Even Spurs don't yet know. The wiring faults ran far deeper than initially feared and proper integration of the various safety systems is now a far bigger job than first thought. One (or more) of the contractors seriously f****d up. Thorough testing has to be completed before any certificate will be issued. They are getting there and have in mind a target date for opening but won't make any statement until they know for sure.
As to the Liverpool game, I can only repeat that the club were fully confident that the stadium would have been ready (but not finished) in time for Sept 15th. The fact that work is still to be completed and that cranes are still on site isn't relevant since, as soon as the delay was announced, the construction schedule was massively changed. There was no longer the need to complete in the same order or with the same urgency.
Once again, this delay is costing Spurs a huge amount - both financially and in terms of goodwill - and it is Spurs fans who are bearing the brunt of the consequences. There is therefore no credible reason as to why, as some on here insist, this was always Spurs' devious plan.
How so? We aren't even a third of the way into the season yet!
