Jim is saying the complete opposite. Levy acted in good faith on the advice of Mace - experts in stadium design. He had a workable contingency in place should their advice not prove correct. And he executed the contingency plan perfectly when he needed to.
That is not negligent. That is excellent management.
Are there lessons to be learnt. Sure. Is Levy negligent? No. Not at all.

The quality of the stadium has never been in doubt. The cockerel on top of the stand is good.
