I might agree with you. However, I do not agree it would have been reasonable for me, Levy or anyone else to know that beforehand.
I might not have known, but I would have been wary and highly cautious around the likelihood of the eventual outcome. One only needs look at the narrative surrounding the stadium where the game was eventually played to appreciate the prudence of such an approach. You state Levy’s contingency was workable; possibly so, but it wasn’t sufficiently adequate, otherwise City fans wouldn’t have been so inconvenienced and out of pocket; or are you suggesting that in spite of that inconvenience, the contingency was adequate?
 
wrong spurs knowing full well wembley was unavailable that weekend should of requested an away fixture that week end.

Have I missed something? Surely it was available and the fixture went ahead? Spurs 0 City 1?

What makes you think that Spurs were that bothered about that? The contingency from their perspective was fine, they didn't have to pay out for the inconvenience, and had a couple of days of mildly negative headlines. Seems to me their contingency planning was excellent - it's just that City fans got screwed over. And why would they be too fussed about that?

The contingency plan was reasonable and achievable which makes it adequate.

And yes, I also acknowledge that many people were inconvenienced by it and that was regrettable. However, I stand by my view that Spurs' response was adequate and the best option available.

So you’re saying (and correct me if I’m wrong) that in spite of the regrettable inconvenience to City fans, the contingency plan was adequate?

Not just City fans. All fans.

And yes. Adequate. And the best option available. It would have been more inconvenient to all fans to move to another weekend or another stadium.

It would have been much less inconvenient to plan sufficiently so that the game wouldn’t need to be moved from its original time and place at such short notice. I readily concede, that would have been an adequate contingency.

I think you're coming from a false premise - that contingency planning for Spurs involves worrying about inconvenience for City (and other) fans. It doesn't, they couldn't care less about it.
